SENIOR GEOLOGICAL ASSOCIATE
Dr. Rowland has many years of demonstrated experience in three areas: environmental geology, engineering geology, and management. He provided services to commercial, industrial, state, and federal clients in the United States, Europe, Middle East and Far East.
His environmental expertise includes: soil and groundwater site investigations, remedial investigations/feasibility studies, RCRA facility investigations/corrective measures studies, support for design, construction, and oversight of groundwater recovery and treatment systems, chemical oxidation, landfill caps, soil vapor extraction systems, in situ bioremediation, soil removal, and removal of munitions of explosive concern. He has also conducted groundwater modeling, including modeling in support of litigation.
Dr. Rowland’s engineering geology experience includes consulting for 45 nuclear power projects, nuclear projects for DOD and DOE, industrial sites, and pipelines. He has conducted site investigations, geological, seismological, capable fault, karst, and landslide investigations, and established seismic design criteria. Within the past eight years he has conducted peer reviews of Early Site Permits and COLAs for six proposed nuclear power plants in the United States and provided expert services for a nuclear power plant in South Korea. He also has a thorough knowledge of NRC and IAEA siting and licensing standards.
Dr. Rowland managed five HTRW IDIQ contracts with the USACE, multi-state UST contracts for major gasoline retailers, a state LPST contract, and an environmental IDIQ contract with Houston Metro. He has managed projects ranging from Phase I ESAs to multifaceted superfund investigation and remediation projects. His experience includes strategic planning, business development, proposal preparation, estimating, client relations, technical and operational staffing, training, contract negotiation, subcontracting, and regulatory negotiations. He has also managed cost reimbursable, cost plus fixed fee, and lump sum projects.
